Today, the head of the EU Observer Mission, Markus Ritter, along with Deputy Head of the EU Delegation to Armenia Jan Plešinger and Syunik Governor Robert Ghukasyan, cut the ribbon at the operational center in Kapan.
The Kapan hub is the fourth of six planned operational hubs from which the EU mission patrols.
