“On Saturday, Azerbaijani forces detained a civilian from Artsakh who was being transported for medical treatment in Armenia. This human rights violation creates a dangerous precedent, unjustifiably claiming he was a criminal for participating in the First Artsakh War.
Following this, Aliyev made it clear he does not desire peace by canceling planned negotiations with Artsakh leadership scheduled to take place this week in Bratislava, Slovakia. His actions also demonstrate a lack of interest in addressing Armenian security concerns in Artsakh.
Azerbaijan continues to block the Lachin Corridor, preventing food, medication, and energy resources from reaching Armenians in Artsakh. This violation of international law constitutes a blatant campaign of ethnic cleansing against these people by the Aliyev regime.
The international community, including the US and UN, can and should take decisive measures to prevent further exacerbation of this humanitarian crisis. I urge the State Department to utilize all available diplomatic tools, including sanctions, to put an end to this blockade.”
